What bills survived the first legislative funnel 2026?

These bills passed the legislative funnel this week …

Each session, the legislature has deadlines to keep bills moving forward.  The first funnel deadline is February 20.  If a bill did not get through a committee by that date, they are considered dead for the session (with some exceptions for taxation and appropriation bills).

The second funnel is March 20, and bills must go through one chamber and out of committee in the other chamber to move forward.  

HF2563 Black Market Abortion Pill Bill- This bill would restore some of the initial safeguards that were in place when this dangerous drug first came on the market in 2000.  It would require an in-person visit and examination of the woman seeking the abortion by a physician in a health care setting.  This physician would be required to obtain written confirmation that the woman has been informed of specific health and safety information related to the abortion drug including severe adverse events.  This bill requires that the physician report any complications as a result of taking the abortion drug.  This bill has passed the House sub and committee and the Senate subcommittee.  It is now eligible for a full vote in the House.  

HF2323/SF2279 Maternity Home Tax Credit- This bill states that any donation made to a maternity home would not be deductible for state income tax purposes. This bill has survived the legislative funnel because it is an appropriation bill.  

HF571 A bill to protect medical practitioners to exercise their conscience related to conducting medical procedures.  This bill has passed subcommittee and committee on the House and is eligible for debate in the House.

HF 2415- A bill that would require health insurance policies to provide a special enrollment period for pregnant women.  This bill survived the legislative funnel and is eligible for debate in the House.  

HF 2253- A bill that involves the terminology of language in code to change from “pregnant person” to “pregnant female.”  This bill passed the subcommittee, committee and passed in the floor vote on the House.  

Bills that did not survive the funnel:

HF2332 Life at Conception- This bill would recognize unborn children as persons under the Fourteenth Amendment. This legislation would affirm the fundamental principle that all human life deserves equal protection under the law.  Despite having 24 sponsors, this bill died in the legislative funnel and will not be brought forward again this session. 

HSB 695 Over-the-Counter Birth Control- This bill would allow a pharmacist to dispense a self-administered hormonal contraceptive to a patient.  We registered against this bill and thankfully it died in funnel.  

HF2262 Physician-Assisted Suicide- This bill would allow a terminally ill patient to request medication to commit suicide.  We registered against this bill and thankfully it died in funnel.
